The first way to make calls using a computer is by using a technology known as VoIP (Voice over Internet Protocol). This digital technology enables transmission of speech sounds via the Internet or dedicated networks using Internet Protocol, commonly known as "Internet telephony". Data is transmitted using IP, which allows you to communicate without an unnecessary "continuous connection".
A continuous connection would need to transmit a continuous signal during during calls, even when one of the parties is silent - VoIP does not need to keep this continuous connection open..
VoIP is the technology that you will use when calling from a computer to a mobile or landline telephone as well as from computer-to-computer calls.
The second way which allows you to call from a computer is via internet communicators such Skype (the most popular), ICQ or gtalk. You can can call to other users of these programs completely for free. You will pay only for the call made when a call is to a landline or mobile phone, but the prices are not high - in fact, they are much lower than fixed-line calls. An additional advantage is that you do not need to pay for a subscription - although there are subscription offers for frequent callers.
There are some hardware solutions, whereby you would buy a device that plugs in between your home telephone and your Internet connection. Some of these services, such as Ooma are simple to install and use yourself and will save money on long distance and international calling.
